Diplomacy

If Talley is able to pull off the acceptance of Lasombra vampires in even half the domains to which he's been assigned, he will become known as the peacemaker between Lasombra and Ventrue. At that point, anything he asks for from the Amici Noctis is likely a reality. He strives to make the deals a success, going so far as to sabotage domains to make the Lasombra seem more vital to the Camarilla cause. Already, he leaks words to law enforcement agencies regarding Kindred havens and activities. He cares little for their fates, except to highlight that even the subtlest of vampires isn't safe from the Second Inquisition. On the back of this, he encourages his Legates — the title his diplomats use — to emphasize how effective the Lasombra could be at strangling or deflecting scrutiny from the Church or the government.

No Compete Clause

Talley hasn't stopped serving Vitel, though Vitel does not serve the Amici Noctis. Talley is playing a dangerous game, weighing up the threat of betraying either party. He's not given to breaking a contract, but is aware of how Vitel is successfully plugged in to many mortal intelligence agencies, while the Amici Noctis concern themselves more with Kindred affairs. Talley needs to decide whether it's possible to continue serving both and who it benefits to move one way or the other.

Fresh Meat

Talley intends to stay on the periphery of Chicago affairs while his childer do the legwork, but knows there's a largely subdued sept of werewolves in the city. It's been some time since he went hunting, and the anarchic part of his soul pushes him to rile them up with a murdered Lupine here, a tortured kinfolk there, and maybe a wolf pelt displayed somewhere vulgar. Hunting has always been his vice. Talley's never been able to say no to the chance of a challenging fight.

Sierra Van BurraceTrust

Talley possesses a real affection for his childe, Sierra. He admires the way she grew in an adverse environment, her choices of when to strike out, and her loyalty to the clan. If she was in danger, he would feel inclined to step in.

DamienPity

Talley feels an odd sense of kinship with the Sheriff, Damien. The sense of obligation the Brujah feels to serve is similar to what Talley feels, only from the outside looking in, Talley can see how easily such blind servitude erodes morality and free will.

Rabbi Michalis BasarasResentment

Talley doesn't like the cultist Keeper one bit. In his groundwork for the diplomatic mission, he personally scoured Chicago clean of Lasombra who might cast his Legates in a bad light, but the Amici Noctis specifically said to keep Basaras around, without clarification as to why.

HelenaIntrigued

Vitel told Talley of a pair of warring ancients in Chicago and he's followed the clues back to Helena. He has no issue with the Toreador methuselah, but is conscious she may attempt to interfere with his plans.

Kevin JacksonCynical

There's something admirable about Jackson, but Talley struggles to find it beneath his coat of slime. Talley's frank about his intent in most things, but finds Jackson's "appeal to the Camarilla, execute those who don't appeal to me" philosophy disappointing.

Disciplines

Celerity
▶1Rapid Reflexes

Faster reactions and minor actions.

This power also prevents them from taking a penalty when they have no cover during a firefight.

As a renowned 'blade' and 'Templar' known for close-quarters combat, Talley benefits from the faster reactions this power provides.

▶2Fleetness

Add Celerity rating for non-combat Dexterity test or defending.

This may be used once per turn when defending with associated pools.

Cost: One Rouse Check

Duration: One scene

This enhances his physical defense and general dexterity, fitting for a high-level bodyguard and assassin.

Dominate
▶1Compel

Issue a single command.

No rolls are needed when the target is an unprepared mortal. However, mortals who have been Dominated in this scene already or this goes against their nature may roll to resist.

Pool: Charisma + Dominate

Duration: No more than one scene

Talley is described as 'marshaling men and commanding ghouls,' making this basic command power essential.

▶2Mesmerize

Issue complex commands.

No rolls are needed when the target is an unprepared mortal. However, if this goes against their nature they may roll to resist.

Cost: One Rouse Check

Pool: Manipulation + Dominate

Duration: Until command is carried out or the scene ends

As a diplomat and 'Legate' organizer, he needs the ability to issue the complex instructions required for political sabotage.

▶3Forgetful Mind

Rewrite someone's memory.

Each point of margin on the test allows one additional memory to be altered.

Cost: One Rouse Check

Pool: Manipulation + Dominate

Duration: Indefinitely

This power is vital for his role in 'rooting out failures' and managing the Masquerade while leaking info to law enforcement.

▶4Rationalize

Convince victims of Dominate it was their idea the entire time.

If pressed on their actions the victim can make a test and if successful they question their actions.

Duration: Indefinitely

This fits his 'Puppetmaster' reputation, ensuring those he manipulates believe his plans were their own ideas.

Fortitude
▶1Unswayable Mind

Add Fortitude rating to rolls to resist methods to sway the character's mind against their will including supernatural.

Talley has served ancients like Boukephos and Helena for centuries without losing his will, necessitating strong mental resistance.

▶2Toughness

Subtract the Fortitude rating from all superficial damage taken before halving, it cannot be rounded down below one.

This occurs before halving the damage but cannot reduce it below one.

Cost: One Rouse Check

Duration: One scene

As a 'ruthless' combatant and bodyguard, the ability to shrug off physical harm is a core requirement of his role.

▶3Defy Bane

Convert Aggravated Damage to Superficial Damage.

They may not heal the superficial damage for the rest of the scene.

Cost: One Rouse Check

Pool: Wits + Survival

Duration: One scene or until expired

A veteran of the Sabbat and a hunter of werewolves needs the ability to survive fire, sunlight, or claws.

Obfuscate
▶1Silence of Death

Nullifies the sounds a user makes.

This power does not eliminate powers made outside of the user's personal space.

Duration: One scene

This complements his 'Hound' persona and his history as an assassin who 'stalks other Magisters' in silence.

Oblivion
▶1Shadow Cloak

+2 bonus to stealth rolls and intimidation against mortals.

This iconic Lasombra power aids his stealth and enhances his natural intimidation when dealing with mortals.

▶3Touch of Oblivion

Withers a body part on touch.

Inflicting such damage may warrant Stains up to Storyteller discretion. The user must grip the target.

Cost: One Rouse Check

Duration: One turn

This lethal touch fits his description as a 'blade' capable of killing with any apparatus or simple contact.

▶4Stygian Shroud

Darkness spews out of a nearby shadow and covers the area.

The shadow can be extended up to twice the user's Oblivion rating in yards/meters.

Cost: One Rouse Check

Duration: One scene

This allows him to 'strangle' scrutiny and control the environment during his tactical sabotages.

▶5Shadow Step

The user can step into one shadow and appear in another within their sight.

A willing person may be taken through the Shadow Step but should the user stain, so does the passenger.

Cost: One Rouse Check

Duration: One turn

This high-level mobility power explains how he 'stalks' and moves between domains like Chicago, L.A., and D.C. with ease.
